Introduction

 Enumeration Districts (Output Areas in Scotland) and the derivative ward, local authority and county boundaries frozen at the time of the 1991 Census are widely used geographical building blocks in the United Kingdom - although not as popular as the more widely used (and ever-changing) postal geography.

In 1991, at the time of the last Census, the UK administrative system was hierarchical such that an Enumeration District (Output Area in Scotland) such as 6017BC10 fell within a ward (6017BC), which was itself part of a local authority (6017) which was in turn part of a much larger county (60).

Any data, and particularly Census data (which was collected by enumerators operating within Enumeration Districts or Output Areas - the lowest level of the Census geography), may be mapped using the administrative hierarchy.

Numeric counts (such as population counts, age/sex breaks, ethnicity or car ownership) may be aggregated for mapping and analysis purposes to wards, local authorities or counties.

Since 1991 the administrative geography of the United Kingdom has changed with, for example, the introduction of Unitary Authorities in 1996.

Businesss Geographics frozen 1991 administrative boundaries were compiled using Thiessen processing to produce contiguous non-overlapping boundaries around each of the UK's enumeration district (ED) / output area (OA) centroids. Polygons have subsequently been dissolved to create ward, local authority, county and government standard region boundaries.

Thiessen tessellated boundaries are less accurate than the digitised boundaries created by ED-LINE and Ordnance Survey. However, where a representation of true boundary definitions is sufficient (particularly at ED/OA level) the tessellated products offer excellent value for money.

ED-LINE administrative products

 The ED-LINE Consortium (comprising Data Consultancy, London Research Centre, MVA and Ordnance Survey) have digitised a comprehensive set of Enumeration District / Output Area boundaries for England and Wales, Scotland and Northern Ireland.

ED-LINE Professional Enumeration District (Output Area in Scotland) boundaries have been digitised to nest precisely within official Ordnance Survey wards and are supplied at 1:10,000 scale in Great Britain and 1:50,000 scale in Northern Ireland.

The full UK Enumeration District data set is supplied (free of charge) with a count of usually resident population.

ED-LINE Professional boundaries can also be supplied by geographic region.
